Road repairs and repaving in the north east of Guelph

As a resident of the north end, I am somewhat puzzled by all the repaving going on in the south end of the city. I have seen several shave and paves, as well as what seems like total resurfacing going on with several roads, while this end of town is getting next to nothing.
